20世纪之前俄国海军的历史,实质上就是俄罗斯帝国极力向外扩张、千方百计寻求出海口的历史。它的历史通常是从彼得大帝时代开始算起。彼得一世虽然占有广阔的陆上疆域,但他强烈地意识到,不控制海洋,就不可能走向世界,于是积极地夺取出海口。彼得一世深知,要夺取出海口,没有一支强大的海军是不行的。他认为:“只有陆军的君主是只有一只手的人,而同时也有海军才是双手俱全的人。”在这位君主统治下,俄国建立了其历史上第一支正规海军——波罗的海舰队。经过长达21年之久的“北方战争”,俄罗斯最终夺得了波罗的海出海口,取代了瑞典成为波罗的海的霸主,从一个内陆国家一跃变成了一个濒海大国。沙俄实现了海外扩张计划的第一步。

继上周传出俄总参谋长向俄国防部长递交辞职报告传闻后,俄媒体又传出俄总参部正酝酿着“集体抵制国防部”的情绪。据非官方消息,已有不少高级将领和军官向国防部递交了辞职报告。
据俄《独立报》3月24日报道,此次抵制活动起因于俄国防部长进行的系列改革,包括将俄军对财产私有化及大幅度精简军队部门。上周已传出俄总参谋长卢耶夫斯基已向国防部递交辞职报告。
有消息指出,俄前不久自杀身亡的上校维克多·弗拉索夫(俄国防部营房建设与设备局临时负责人,职位相当于副部长)也在自杀前递交了辞职报告。目前关于俄总参谋长和其他高级将领辞职的原因还没有给出正式原因。
俄《每日经济报》报道,俄上层希望悄悄平息这场风波。一些人分析,这与个人和工作没有太大关系,而是与即将发生的军队人事变动有关。一位分析家指出:“卢耶夫斯基是个出色的专家,但显然,上面不希望看到卢耶夫斯基成为继任者。” 美国批评中国发展军力“威胁稳定与安全”,显然已经成为一种“惯性”。前段时间公布的2008年的《中国军力报告》又在渲染“中国军力威胁”,全然不顾中国国内的“主旋律”是和平发展,两会代表热议的重点都是国计民生,与军事没有关系。一“武”一“和”,反映出了两国对国际问题的思考习惯的不同。
